The Untied [sic] States is ready to eliminate all tariffs, subsidies and other barriers to the free flow of goods and services if other nations do the same. —George Bush, speaking at the U.N. summit
The United States has not been willing to do this even with Canada, with which it has a little agreement known as NAFTA.
